English Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

According to a recent survey of municipal councils, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to support their finances, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils seeking to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and using financial reserves to manage growing financial challenges.”

Detailed Cases of Proposed Disposals

One local authority in Kent said its asset disposal plan included the sale of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks held in two English counties, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to raise local levies next spring to cover the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to deliver both improved services and cost efficiency,” said a council leader.

He added: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

Research of county councils recently also found local finances being stretched by the growing number of young people and adults needing special educational assistance.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges facing local leaders across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the survey found.
